Mariano Baptista Caserta was born on 16 July, 1832 in Cochabamba, Bolivia.
Recieved his law degree at the Universidad de San Francisco Xavier de Chuquisaca.
He established the newspaper. El Porvenir, in 1855 and was elected deputy from Chuquisaca to the national Congress.
During 1873-1876 Baptista was minister of government and foreign relations in the governments of Presidents Adolfo Ballivián and Tomás Frias. A prominent lawyer for the mining companies, Baptista was vice president from September 1884 to May 1888 in the administration of Gregorio Pacheco, Bolivia’s second largest silver producer and founder of the Democratic Party. Termed the ideologue of the Conservative Party,” Baptista became president in August 1892, after a typically fraudulent election.
He handed over the government to the last Conservative president on August 19, 1896.
He struggled against the regime of Manuel Isidoro Belzú and was exiled to Peru. Returning to Bolivia.
