Admitted to Michigan bar, 1887, to California bar same year and to Supreme Court of the United States, 1897. Practiced at Stockton, California, 1889-1900. Assistant district attorney, San Joaquin Company, 1893-1897.

Elected to 55th and 56th Congresses (1897-1901), 2d California District.

Resigned from 56th Congress, August 22, 1900. Member Board United States General Appraisers (now United States Customs Court), New York, 1900-1910 (president of the board, 1906-1910).

Associate judge The United States of America Court of Customs Appeals, Washington, District of Columbia, 1910-1921. Presiding judge, 1921-1922.

Resigned to resume practice, November 1, 1922.
