He graduated from the Omsk Higher School of the Ministry of Internal Affairs of the USSR (1985). In 1991 he defended his Ph.D. thesis on Technical and criminal support of crime detection: Methodological, organizational, legal problems, in 2001 he defended his doctoral thesis on Patterns and Trends in Development of Criminalistic Techniques: Historical, Epistemological and Social Aspects of the Problem.
Since 1985 he served in the criminal investigation department of the Eighth Directorate of the Ministry of Internal Affairs of the USSR and at the All-Union Research Institute of the Ministry of Internal Affairs of the USSR.
From 1998 to 2004 he worked as Deputy Chief of the Main Organizational and Inspection Department of the Ministry of Internal Affairs of the Russian Federation.
Since 2005 he was 1st deputy chief and in October 1, 2008 he became the head of the Organizational and Inspection Department of the Ministry of Internal Affairs of the Russian Federation.
