This text examines why and when policies or organizations are terminated, how they can be terminated successfully, and what often prevents them from being terminated. The literature on termination and a variety of case studies are reviewed in order to identify theories supported by research.

(Medicaid is the primary means for providing medical care ...)
Medicaid is the primary means for providing medical care to the nation's indigent and disabled populations. Almost 13 percent of all Americans received some form of medical coverage, such as physician services or long-term care, through Medicaid in the early 1990s. The costs continue to rise dramatically, and state governments have become alarmed by the growing share of their budgets that Medicaid consumes.

Mark Daniels was born on April 4, 1952 in Chicago, Illinois, United States, into the family of Edward and Lois Daniels.
Mark sudied at Valparaiso University where he received a Bachelor of Arts degree. After that, he got a Master of Arts at Southern Illinois University at Carbondale. Finally, he earned a Doctor of Philosophy at the University of Georgia.
Mark R. Daniels told that his books were based on shorter, professional papers which were subsequently published. "Terminating Public Programs" took over five years to write, chapter by chapter, with some chapters appearing in print in professional journals while the book was slowly being completed. The book "Medicaid Reform and the American States" came about after he published several articles on Medicaid reform (politics and policy), and was at the same time trying to find a publisher for the other book.
Publishers were more interested in his work on health reform because it was a more current topic. He has found that publishing books is a lengthy ordeal, full of minute details. In fact, it is the attention to details that makes for a good book.
His latest project is a concise guide for aspiring freelance translators, called "How to Become a Translator." University language courses typically do not prepare translators for the reality of the freelance translation business, and language graduates rarely know where to start. This guide is intended to remove the veil of mystery and help people who want to market their language skills make a start in this rewarding profession with an overview of the profession and some simple steps that they can take.
