Martha studied at the Northern Montana College in Havre, Montana, United States. In 1961 he became a Bachelor of Science in biology. In eight years he was a student of Montana State University. He received a degree of the Master of Science. In 1989 he studied at the University of Hawaii. He became a Doctor of Philosophy.
From 1986 to 1990 Martha was a professor in Havre, Montana, United States. In 1989 Martha worked as a Director of Montana Environmental Training Center, Environmental Protection Agency, Northern Montana College. In 1990 she was a Vice-president of academic affairs of the Northern Montana College in Havre, Montana, United States. She worked there for two years. Also, from 1990 to 1992 she was a President at the National Environmental Training Association in Phoenix, Oregon, United States. In 1998 she worked as a President of Oregon Institute of Technology in Klamath Falls, Oregon, United States. She worked there until 2007.
The state should not use its authority to promote particular religious beliefs, nor should it require prayer or worship in public schools. However, the state should leave students free to practice their own religious convictions.
