Masamichi Yamagiwa was born on June 12, 1901 in Tokyo, Japan.
In 1919, Masamichi Yamagiwa graduated from Junior High School attached to Tsukuba University. In 1925, he graduated from Tokyo University.
In 1925, Masamichi Yamagiwa Entered Ministry of Finance, and served as a bank inspector, director of the Bureau of Bank and of General Affairs Bureau, and Vice-Minister of Finance. He was purged after the Seconf World War. On being depurged in 1950, he became a vice-president and later - a president of the Japan Export and Import Bank. In 1956, he became an appointed governor of the Bank of Japan.
