During the Ansei-no-Taigoku Incident (arrest of loyalists by Naosuke Ii, Prime Minister of the Shōgunate) Masanori Kugai was appointed Ometsuke (supervising officer) and assisted Naosuke Ii in punishing those who had attempted to overthrow the Shōgun. In the course of the trial, more than a hundred clansmen were executed, including such personalities as Tatewaki Ando, Shoin Yoshida and Sanai Hashimoto (1858). Masanori Kugai was dismissed from service and taking to himself the title of Lord of Titoimi went into retirement (1862).
Masanori Kugai excelled in waka poetry and calligraphy and was very fond of collecting swords.
