Matasaburo Yoshimura was born in 1913 in Nara, Japan.
Matasaburo Yoshimura graduated from the university and became a diplomatic student secretary of Ministry of Foreign Affairs, he assigned to Britain.
After returning to Japan, served in the Research Department and the Foreign Trade Bureau of the ministry, and enlisted in the army (1945). Following the end of the war, appointed official of the Central Liaison Office in 1946 and chief of the War Trial Section of the same office. Appointed Consul at New Orleans (1952) and chief of the Fourth Section of the International Cooperation Bureau of Ministry of Foreign Affairs.
