Matsukichi Takagi became director of Law Consultation Bureau of Hochi Shimbun (newspaper) (1940), private secretary to Minister of Transportation (1948), member of House of Representatives (1949) and Parliamentary Vice-Minister of Judicial Affairs (1950). Re-elected to House of Representatives (1952 and 1953).
