From 1903 Party organizer and propagandist in Baku. 1907-1912 lived abroad and worked for newspaper “Pravda” in Vienna. From 1912 Transcaucasian deputy, 4th State Duma and one of the leaders of the Social-Democratic faction.
1914 helped direct Baku general strike. After 1917 February Revol member, Executive Committee and deputy chairman, Petrograd Soviet. Deputy chairman, Central Executive Committee of 1st convocation.
May—August 1917 Minister of Labor in Provisional Government. After 1917 October Revol worked for cooperative movement. Late 1918 moved to Transcaucasia.
Late 1920 emigrated; 1921—late 1923 worked in France, establishing trade relations between Soviet Russia and France. From 1924 member, Soviet trade delcg in London. 1925 helped found Soviet mission and trade mission in Paris.
Centr Union of Consumer Social representative in Paris and Brussels. 1925-1926 chairman, Foreign Trade Section, Union of the Soviet Socialist Republics State Planning Committee. 1926-1930 member, Main Concessions Committee and chairman, Russian Soviet Federative Socialist Republic Concessions Committee.
From 1930 worked for Magnitostroy Trust. 1936-1937 worked for All-Union Radio Committee. 1937 arrested by State Security organs.
