Meiro Sugawara was born on March 21, 1897 in Hyogo, Japan.
He graduated from Western Painting Department of Kawabata Art School in 1718.
With Moto-o Otaguro and others figured as staff member of "Music and Literature Magazine" he did pioneer work in field of music critique.
Later he taught as instructor at Doshisha University and as professor at Teikoku Music Academy. Working as composer and conductor of radio and cinema music, he produced many pieces of musical works that include opera Katsushika Jowa, symphonic poem "Akashi Straits", song "Window in Winter."
