Melvin Eugene Page was born on March 25, 1944, in Fresno, California, United States, to Eugene Bailey Page and Emma Alice (Tallman) Hook.
In 1966, Page received a Bachelor of Arts from American University in Washington. In 1968, he received a Master of Arts from Howard University in Washington and Doctor of Philosophy from Michigan State University in 1977.
Dr. Page had previously taught at the Murray State University of Kentucky. He was also Fulbright Lecturer in History at Chancellor College of the University of Malawi, assistant professor and associate professor at Murray State University, Visiting Associate Professor of History at Kenyatta University in Kenya, and Fulbright Professor of History at the University of KwaZulu-Natal in South Africa. He is now an Africa section co-editor of 1914-1918- online, International Encyclopedia of the First World War. He retired from East Tennessee State University in 2011 after twenty-four years of service in the History Department.
Melvin E Page is best known as a historian and author, who has received research grants from the American Council of Learned Societies, the Fulbright Visiting Scholars Program, and was Pew Faculty Fellow in International Affairs at the Kennedy School of Government, Harvard University. He was a founding editor of H-Africa, the H-Net discussion forum for Africa.

On January 20, 1966, Page married Sandra Anne Allen, but they divorced in 1974. On February 2, 1980, he married Patricia Sue Phillips.
