Early in 1963, a group of Republican congressmen felt the need for a careful and scholarly re-examination of the foreign and domestic problems affecting the tranquility of the United States. At the first meeting of this unofficial committee of legislators, it was decided that men of outstanding academic stature be requested to submit papers for discussion. No requirements of party affiliation or specific philosophic affiliation were set, and it was agreed that these papers were to be study (not position) papers.
