After having completed his secondary education at Harlow College, Essex, United Kingdom and Ankara Koleji, he graduated from the Law School of Istanbul University in 1963. Professor Heper obtained his Master of Arts and Doctor of Philosophy degrees at Syracuse University, New York United States in 1968 and 1971, respectively.
Heper started his career as an assistant professor at Middle East Technical University in Ankara in 1970. He went to Bogazici University in 1974 and worked there for 14 years. Since 1988, professor Heper has acted as Chairperson of the Department of Political Science, Director of Center of Turkish Politics and History, and Dean of the Faculty of Economics, Administrative, and Social Sciences at Bilkent University, Ankara.
During his career Heper also worked as a visiting professor at Institute of Public Administration for Turkey and the Middle East, Naval Academy, Southwest Texas State University, University of Connecticut, Harvard University, Hebrew University of Jerusalem, Victoria University of Manchester and Princeton University.
Now Heper works as a director of Political Science Research Program of the İhsan Doğramacı International Advanced Studies Center, Bilkent University, Ankara.

1990Metin Heper is a member of the Turkish Political Science Association and Turkish Academy of Sciences (founding member). He is also a member of the New York Academy of Sciences.
Heper got married in 1964. He got divorced with his wife Gulgin in 1990. He has one child, Meltem.
