Michael Adrian Peters was born on September 4, 1948, in Wellington, New Zealand. He is the son of Warren and Joan Elizabeth (Collinson) Peters.
Peters received his bachelor's degree in Geography from the Victoria University of Wellington in 1970. He then received his master's degree in Philosophy from the University of Auckland in 1980 and a doctorate in Philosophy of Education from the University of Auckland in 1984.
Peters was also awarded honorary doctorates by State University of New York (SUNY) in 2012 and the University of Aalborg in 2015.
Peters started his career as a lecturer at the University of Auckland in 1985. In 1990, he went to the University of Canterbury, where he held the same position till 1992. He then returned to the University of Auckland to work first as a senior lecturer, and since 1996, as an associate professor there.
In 2000, Peters became a research professor at the University of Glasgow, and from 2005 to 2011, he held the position of an Excellence Hire Professor at the University of Illinois. For the next seven years, Peters worked as a professor of education at the University of Waikato and currently he is a Distinguished Professor in the Faculty of Education at Beijing Normal University and Emeritus Professor at the University of Illinois at Urbana–Champaign.
Peters is also the executive editor of the journal, Educational Philosophy and Theory, and editor of three international e-journals, Policy Futures in Education, E-Learning and Digital Media, and Knowledge Cultures.

2013Peters is a member of the Philosophy of Education Society of Australasia, Association of University Staff and New Zealand Association for Research in Education, as well as an Honorary Fellow of the Royal Society of New Zealand.
Peters was married several times. He firstly married Kathryn Andersen. The marriage, however, ended in a divorce. He then married Gail Lorimer, with whom he also got divorced. At last, Peters married Tina Besley on November 28, 1996. The couple has 2 children, Christopher James and Simon Oliver.
