Sebek was born on January 25, 1954, in Prague, Czech Republic; the son of Antonín and Jana (Hanzlova) Sebek.

Sebek received a diploma in electrical engineering from Czech Technology University in 1978. Three years later he earned his Doctor of Philosophy degree and a Doctor of Science from Czech Academy of Sciences in 1995.
Sebek began his career as a scientist at the Institute of Information Theory and Automation in Prague in 1981. Seven years later he took a position of a senior scientist at the same institute and held it for a year. Then in 1991 Michael became a chief scientist and worked as a head of control theory department at the Institute of Information Theory and Automation from 1998 to 2005.
Since 2003, Michael has been a head of control engineering department at the same university. Also in 2004, Sebek was appointed an associate professor and a full professor at Czech Technical University in Prague.
Michael was a visiting professor at the University of Twente in Netherlands from 1990 to 1991 and at Swiss Federal Institute of Technology in Zurich between 1994-1995.
Sebek invented the 2D and nD polynomial equations with application to 2D and 3D systems and a new techniques for robust controller design. Also he is known for his research in computational algorithms for polynomials and polynomial matrices.
He has published more then 100 papers in scientific journals and conference proceedings.
Sebek is a member of American Mathematics Society, New York Academy of Sciences and Society for Industrial and Applied Mathematics.
On November 21, 1992 Michael Sebek married Ivana Ornestova. They have 2 children.
