In 1960, Oksenberg received a Bachelor of Arts from Swarthmore College. In 1963, he received a Master of Arts from Columbia University and a Doctor of Philosophy in 1969.
Michel Oksenberg was a leading American sinologist who sometimes worked academically, sometimes in the US government. He was closely associated with the US process of normalizing relations with the People's Republic of China under the leadership of President Jimmy Carter.
In the academic field, Oksenberg taught at the University of Michigan for twenty years, and also taught at Stanford University, Columbia University and the East-West Center in Honolulu.
Between 1977 and 1980, Oksenberg served as a senior fellow at the United States National Security Council, with particular responsibility for China and Indochina. In 1978, he embarked on a process of normalizing US relations with the People's Republic. The path to such normalization was opened by the American Richard M. Nixon during his visit to Beijing in 1972, but in 1978 the United States still recognized the Taiwan government as the legal representative of China in diplomacy. Oksenberg helped the U.S. government change this by concluding a defense agreement with Taiwan.
