Mikhail Polievktovich was born on December 16, 1889 in Veidelevka village, Valuisky district (now Veydelevka, Belgorod Oblast) Russian Federation.
Mikhail Polievktovich graduated from Polytechnic Institute of Petrograd (St. Petersburg State Polytechnical University) in 1918.
Mikhail Polievktovich was a teacher in Polytechnic Institute of Petrograd since 1930 he was a professor. He was a member of the creation and implementation of the plan of the State Commission on Electrification of Russia. In 1939-1950, head of the laboratory of the Energy Institute of the USSR Academy of Sciences. From 1951 to 1953, he was a Head of the Leningrad department of the Institute of Automation and Remote Control of the USSR Academy of Sciences. In 1957-1963, he was a member of the Presidium of the USSR Academy of Sciences.
