In 1926, in accordance with the Komsomol direction, Mikhail Polikarpovich entered the Workers' Faculty at Voronezh State University. In 1930-1933, he studied at the Faculty of Literature of Moscow State University.
Mikhail Polikarpovich worked as an editor in Smolensk and Saratov regional book publishing houses. In 1945-1965, he was the executive secretary of the newspaper "Dagestanskaya Pravda" ("Dagestan’s Truth"). Mikhail Polikarpovich worked as a a correspondent for the newspaper "Sovetskaya Kultura" ("Soviet Culture") and an employee of the Saratov Regional Committee of the CPSU. He was the Head of the Literature and Art Department of the Saratov newspaper "Kommunist" ("Communist"). Since 1966, he held the position of the Head of the Department of Criticism and Bibliography, as well as Deputy Editor-in-Chief of the journal "Volga".
Mikhail Polikarpovich published his lyric poems and literary parodies in the Voronezh press under the pen names. He was the author of about 200 literary-critical articles and reviews. Kotov's books were published in Saratov, including "Zametki o poehzii" ("Notes on Poetry", 1954) and "Chuvstvo vremeni" ("Sense of Time", 1969).
