Mikhail Kapustin was zemsky doctor of the Kineshma district of the Kostroma province (1870-1874). He was a military doctor from 1874 and during the years of the Russian-Turkish war of 1877-1878, the resident of the military hospital in the Caucasus.
In 1879 he started the career of Sanitary Doctor in Voronezh. At the initiative of Kapustin in Voronezh City Council was established.
