Ivan Fedotovich graduated from the Pavlovsk Pedagogical School in 1939, the Stalingrad Military-Political School in 1941, the Voronezh Regional Party School and the history department of the Voronezh State Pedagogical Institute (now University) in 1950.
Since 1944, the head of the military department, secretary of personnel, 2nd secretary of the Pavlovsky district committee of the All-Union Communist Party (Bolsheviks). In 1950-1956, the 1st Secretary of the Ertil District Committee of the All-Union Communist Party (Bolsheviks). In 1956-1962, the 1st Secretary of the Liskinsky District Committee of the Communist Party of the Soviet Union. In 1963-1986, head of the Voronezh Regional Department of Social Security.
Since 1987, the 1st Deputy Chairman, since 1990 Chairman of the Voronezh Regional Council of Veterans of War, Labor, Armed Forces and Law Enforcement Agencies.
At the initiative of Ivan Fedotovich, 120 boarding houses and a hospital were built, work was launched to provide material assistance to veterans and to perpetuate the memory of those killed in the Great Patriotic War.
