Milton Wolf Brown was born on July 3, 1911, in Newark, New Jersey, United States, to Samuel Brown and Celia (Harriton) Brown.
Brown graduated from New York University as a Bachelor of Arts in 1932, three years later he obtained his Master of Arts degree from that university. In 1949 he received Doctor of Philosophy degree from the Institute of Fine Arts. He also had postgraduate studies at Courtauld Institute during summer 1934, as well as at Harvard University from 1938 to 1939.
After serving in the United States Army during World War II, Brown joined the faculty of Brooklyn College (now Brooklyn College of the City University of New York) as a teacher in 1946. During his twenty-five years there, Brown worked with others to establish the doctoral program in art history. He then took a position at the City University of New York, where he served until 1979 as the first director of a graduate program that achieved considerable success in promoting American art as a field of scholarly endeavor.
Brown participated in many councils during his career, including the Smithsonian Institution, the Archives of American Arts, and the National Gallery of Art. He arranged exhibitions for the Whitney Museum of American Art and the Arts Council of Great Britain.
A painter himself, Brown had his first show in 1996 at the Gallery Schlesinger in Manhattan. He was a contributor to art journals, museum catalogs, and encyclopedias. His works include American Painting from the Armory Show to the Depression, American Art to 1900: Painting, Sculpture, Architecture, Painting of the French Revolution and The Story of the Armory Show. He is also the co-author of The History of American Art and contributed to 100 Masterpieces of American Painting from Public Collections in Washington, United States.
