Caglar received a Bachelor of Science degree in Industrial Engineering from Middle East Technical University in 1989. Two years later she earned her Master of Science degree in Industrial Engineering from Bilkent University. In 1997, Mine earned her Ph.D. from Princeton University.
Caglar began her career as a research scientist of Network Design and Traffic Research Group at Bell Communications Research, Inc. (nowadays Telcordia Technologies, Inc.) in 1997 and held the position for a year. In 1999, she was appointed an assistant professor of the Department of Mathematics at Koç University. Then in 2006, Mine became an associate professor at the same university, where he worked until 2017. In 2014 she served as a visiting scholar of the Department of Mathematics at Columbia University. Since 2017 Caglar has been working as a professor at Koç University.
Caglar is a member of Sigma Xi, Institute for Scientific Information and Bernoulli Society.
On February 2, 1991 Mine Caglar married Mehmet Cevdet Caglar. They have two children.
