While Ono-no-Minemori was in the post of Dazai Daini, a high office in the government of Kyushu, he permitted destitute folks to till government-owned farm land to alleviate their plight (823). Also built a hospital for destitute patients.
Ono-no-Minemori was a great grandson of Imoko, the first Japanese envoy to China, and son of Himi, Deputy Commander-in-Chief of the Expeditionary Forces.
