Organizer, January 1918, and was made chief of Social Service Bureau, United States Shipping Board Recruiting Service, which trained personnel for American Merchant Marine, World War. Founder, 1921, and since president American Merchant Marine library association, maintaining crews’ libraries on American merchant ships, also in the United States Coast Guard vessels, life-saving stations, lighthouses and lightships.
