Mitsuo Setoyama was born on January 7, 1904 in Kumamoto, Japan.
He graduated from German Law Department of Meiji University.
He served at District Courts at Miyazaki and Yamaguchi and then as assistant mayor and mayor of Miyakonojo City, councilor of Domestic Relations Committee, president of River Conservation Association and director of Hyiiga Firewood and Charcoal Production Company successively.
He was elected to House of Representatives (1949 and 1953) and served as chairman of Standing Committee for Construction. He was a member of House of Representatives. He was vice-Minister of Agriculture since 1957.
