Formerly a feudal lord of Awa (Tokushima Prefecture), in 1868, he served in the Imperial government after the Restoration. Was appointed Minister to France. Later he was a member of the Senate and governor of Tokyo Prefecture. In 1891 became president of the House of Peers, in 1896 - Education Minister and later a member of the Privy Council.
