Mochitsugu Tokugawa was born on March 1, 1844 in Japan. He was the son of Lord of the Saijo Clan, a branch of the Kii Clan.
When Iemochi of the head clan became Shogun (1858), Mochitsugu became lord of the head clan. In 1865, joined the vanguard of the punitive expedition to the Choshu (Yamaguchi Prefecture). When the Imperial Palace was burned (1873), he offered his villa at Akasaka, in Tokyo, for use of the Imperial family. Rendered distinguished services to public welfare work.
