After graduate worked in rural hygiene service, Samara Province. Mang, Sanitary Bureau, Samara Province former local government authority. 1893-1897 published several works on the campaign against cholera, malaria, syphilis and malnutrition in Samara Province.
Chairman, Social Committee for Aid to the Starving. 1908 left rural service and moved to Saint St. Petersburg. 1910-1914 ed, journal Vestnik narodnykh universitetov.
1912 co-founder, Jewish Health Social. From 1915 head, Refugee Department and Statistics Department, Oblast League of Cities. Delivered papers on soc hygiene and public health at numerous congresses of the Pirogov Social of Physicians.
Also worked for Public Health Social. Founder, Saint St. Petersburg Chemical and Bacteriological Sanitary Institute. After 1917 October Revol head, Sanitary Statistics Department, ’’Northern Commune” People's Commissariat of Health.
1920-1924 chairman, Commission for the Study of the Sanitary Consequences of War, Russian Soviet Federative Socialist Republic People's Commissariat of Health. 1921 chairman, Commission for Aid to the Hungry of the Volga district. From 1925 assistant to Professor North. A. Semashko, Chair of Social Hygiene, 1st Moscow State University.
From 1926 ed, journal Voprosy biologii i patologii yevreyev. From 1928 professor, Chair of Social Hygiene, Kazan’ University. While in Kazan’ did research on sanitary conditions in Tatary.
1933 returned to Moscow and continued research on the sanitary consequences of the Civil War at the Hygiene Institute, 1st Moscow Medical Institute. Apart from rural medical, alcoholism, syphilis, malaria and malnutrition also studied occupational hygiene among educational and bakery workers. Wrote over 60 works.
