Moshe Arens was born in Kaunas, Lithuania on December 27, 1925, to a Jewish family. His father was an industrialist and his mother - a dentist. In 1926 his family moved to Riga, Latvia, where he later attended elementary school.
In 1926, Aren's family moved to Riga, where Moshe Arens attended elementary school. In 1939, his family emigrated to the United States, where he attended George Washington High School in New York.
Moshe Arens studied engineering at the Massachusetts Institute of Technology and aeronautical engineering at the California Institute of Technology. In 1953 got a Master's degree in aeronautical engineering at the California Institute of Technology.
After getting a Master's degree at Caltech in 1953, Moshe Arens stayed in the US and worked in the aircraft industry as a developer of jet engines. In 1957, he became an associate professor of aeronautics at the Technion, working till 1962. From 1962 to 1971, Moshe Arens served as Deputy Director General at Israel Aircraft Industries.
Arens's political career started in 1973 when he was elected to the Knesset as a member of Likud, becoming chairman of the Foreign Affairs and Defense Committee.
On January 19, 1982, Moshe Arens was appointed ambassador to the United States, thus resigning from the Knesset. On February 23, 1983, he was appointed Minister of Defense, serving till September 13, 1984. In 1984 Moshe Arens was re-elected as Minister without Portfolio. In 1988 Moshe Arens was elected as Minister of Foreign Affairs. From 1990 till 1992 was elected as Minister of Defence for the second time.
After Likud lost elections in 1992, Moshe Arens retired from politics, returning only after the 1999 elections as Minister of Defense for the third time. At the end of 1999, Arens left politics completely.
After retirement, wrote articles in Haaretz newspaper and was chairman of the international board of governors at Ariel University.

While living in the United States, Moshe Arens married Muriel F. Eisenberg from New York City, and she moved to Israel with him. The couple had four children, two boys, and two girls; Yigal, Aliza, Raanan, and Rut.
Benjamin Netanyahu started his political career as young protégé of Moses Arens.
