Mosui was born in 1629 in Suruga (Shizuoka Prefecture). He was adopted by his uncle Masatsugu Toda.
Mosui Toda was in the service of Lord Honda in Yamato (Nara Prefecture), with a fief of 300 koku of rice (1655). Later resigned to devote himself to waka poetry, and began by attacking Reizei and Nijo families for their subtle hold on waka poetry. It was his statement which said that every word in waka poetry must be put to use that created a stir in old poetical circles. His complete works were published in 18 volumes under the title "Complete Works of Toda-Mosui."
