Motaro Yoshimatsu saw office as captain of Tokiwa during Russo-Japanese War (1904-1905), appointed vice-admiral (1909), superintendent of Naval Staff Officers College, commander-in-chief of Kure Naval Station, commander of 1st Squadron and Combined Naval Fleet successively, promoted admiral in 1916, then Military Councilor.
