Syed Hussain Bilgrami was born in 1844 in Gaya and was educated at the Presidency College, Calcutta.

After holding the post of Professor of Arabic at Canning College, Lucknow from 1866 to 1873 he entered the service of the Nizam of Hyderabad. He was the Private Secretary to Sir Salar Jung till his death and later was Private Secretary to the Nizam of Hyderabad. He was made the Director of Public Instruction for the Nizam’s Dominions from 1887 to 1902.
He retired from the service of the Nizam in 1907.
In 1901-1902 he was a member of the Universities Commission. Soon afterwards he was made a member of the Imperial Legislative Council and a member of the Secretary of State"s Council from 1907 to 1909.
