Musobi Mageni was born in 1931 at Kinamweli in Kwimba District.

Educated at Ngudu District School, Dole Government School in Zanzibar and the Social Training Centre of Nyegezi in Mwanza, to attain a certificate in journalism and diploma in English law and economics.
In 1951 he was employed as a livestock market clerk in Kwimba District and the following year he worked as a clerk in a tsetse survey and reclamation office at Mwanza.
In 1953-4 he was secretary to the Maswa District local authority.
From 1955 he worked for the Kwimba District Council until 1963, when he returned to farming.
In the elections of 1965 he stood and won the South Kwimba constituency and in 1970 switched to Mwamashimba where he was again returned to the National Assembly.
He became a minister in the cabinet reshuffle of February 1972.
after loosing election in 1975 he was appointed as an Area Commissioner for Chunya District i 1978
