Nagahiro Kuroda was an open-hearted, generous and outspoken he was all for opening the doors of Japan to foreigners and spoke his mind freely, despite strong public opinion to the contrary, when the Shogunate called for views regarding the arrival of Commodore Mathew Perry in Uraga in 1853. During the Choshu expedition of the Shogunate, he adopted a neutral stand while looking to the future of his clan alone.
