Nagashige Kuroda was born in 1867. He was the son of Nagatomo Kuroda, former Lord of Fukuoka Clan.

In 1873 Nagashige Kuroda succeeded to his father's estate, was created Marquis a year later and left for London for further studies. Returning home in 1887 he was appointed Master of Ceremonies and then chief of Information Bureau of Imperial Household. Then in 1890 was resigned.
Nagashige Kuroda was vice-chairman of House of Peers in 1894 and a Privy Councilor in 1924. Executed many public works.
