He was appointed an official in charge of receiving the deity of the Usa Shrine in Kyushu to Kyoto. He was appointed Minister of the Imperial Household in 778 and Minister of the Left later. He was deposed for involvement in the rebellion of Kawatsugu Higami in 782. Demoted to a post in Kyushu, he fell ill in Settsu (Osaka Prefecture) enroute to Kyushu. He was pardoned the following year and, returned to Kyoto.
He was commonly called Kawabe-no-Otodo, Otodo meaning Minister.
