From 1890 taught in village Kizil-Adzhili, Tiflis Province. 1891 moved to Baku and taught Azer language at A. I. Pobedonostsev’s private preparatory school and at Alexander 111 Boys’ HighSchool. 1894 opened first genuinely public library and reading-room.
1902 enrolled in Medical Faculty, Novorossiysk University, Odessa. As a student took an active part in revol movement. 1905 returned to Baku and worked for Bolshevik “Gummet” organisation.
Contributed to newspapers “Irshad” and “Khayat,” publishing articles on sociological and educational themes. Sought by the Tsarist police, February 1909 moved from Baku to Tiflis. 1 March 1909 arrested and jailed in Metekhi Prison.
October 1909 exiled to Astrakhan’. Contributed to newspapers “Astrakhanskiy kray,” “Burkhani-Taraggi” and “Idel". Lectured on educational reform.
Active in Astrakhan' People's University and “Shurayi-Islam" Astrakhan’ Moslem Social. 1913 returned to Baku. 1917 chairman, Social-Democratic “Gummet” group of Baku Bolshevik organisation.
1919 head, Near East Department, Russian Soviet Federative Socialist Republic People's Commissariat of Foreign Affairs, Moscow. Then Russian Soviet Federative Socialist Republic Deputy People's Commissar for Nationality Affairs. 1920 chairman, Azer Revol Committee.
1921 chairman, Azer Council of People's Commissar. From 1922 chairman, Transcaucasian Union Council. Company-chairman, Union of the Soviet Socialist Republics Cenlr Executive Committee.
Member, Caucasian Bureau, Central Committee, Russian Communist Party (Bolsheviks). Member, Transcaucasian Kray Royal College of Physicians(B)Committee. Presidium member, Central Committee, Communist Party Azerbaydzhan
At 12th Russian Communist Party (Bolsheviks) Congress elected candidate member, Central Committee, Russian Communist Party (Bolsheviks).
