Natalia was born on July 31, 1966, in Voronezh, Russian Federation; daughter of Leonid Semenovich Polner.
She graduated from the Moscow Historical Archives Institute (1988), had an internship at the University of Chicago (USA, 1993). He received the degree of doctor of historical sciences in 2001.
In 1993-2001 she was a lecturer, a senior professor of the Department of National History and Economic Theory of the Kursk State Medical University, since 2001, she was the head of the Department of History and Social and Cultural Service of the Kursk State Technical University. Her main research interests list domestic history, history of political parties and movements.
She is the author of many scientific works, including monographs published in Kursk: "A multi-party system in Russia at the beginning of the XX century: origins, traditions, innovation" (2000), "Russian multi-party system: regional aspect in 1990-1999 "(2000), "History of socio-economic reforms in Russia "(2003).
