In 1954 he graduated from the Faculty of History of Moscow State University.
From 1954 to 1956 Vladimir Volkov held the post of the editor of the main radio broadcasting department of the Ministry of Culture of the USSR .Since 1956 he was in a post as a junior researcher, senior research fellow, leading research associate, and director of the Slavic Institute of the USSR Academy of Sciences (Russian Academy of Sciences) since 1987.
Vladimir Volkov is the author of more than 200 publications, including books: Operation Teutonic Sword (Moscow, 1966), Munich Collusion and the Balkan Countries (Moscow, 1978), "Nodal Problems of Contemporary History of Central and South-Eastern Europe" ( Moscow, 2000). He was the Vice-President of the International Association for the Study of South-East Europe at UNESCO, Deputy Chairman of the National Committee of Historians at the Russian Academy of Sciences. Also from 1993 to 1999 he was the member of the Presidential Council under the President of the Russian Federation .
