Graduated from Kyoto University.
Career
Chief Cabinet Secretary of the First (1954) and Second (1955) Hatoyama Cabinet. Served as official of the Civil Affairs Department of the Ministry of State of Manchoukuo. Following the end of the war, elected to the House of Representatives five times. Appointed Minister of Agriculture in the Third Yoshida Cabinet (1949). Once worked as director of Political Affairs Research Board of the party. His abilities were increasingly appreciated among politicians and when the 2nd Kishi Cabinet was formed he was appointed Minister of Construction (July 1957).
