Nicolay Metlin was born on July 28, 1804 in Matushkino (Kopanka), Zadonsk County, Russian Federation, from a noble family.
He graduated from the Naval Cadet Corps (1821). Since 1819 he served in the Navy. In 1826-1827 he participated in sea campaign to England and France. In 1829, he was transferred to the black sea in the squadron of Admiral Greig. In 1833, he participated in the actions of the Russian fleet detachment sent to support Turkey in the fight against Egyptian Pasha.
Manager of the Ministry of the Sea (1857-1860). Supporter of progressive reforms in the reign of Alexander II. He was awarded the Order of St. George IV degree (1839), St. Alexander Nevsky (1865), St. Andrew (1883). Chief of staff of the squadron of Vice Admiral M. P. Lazarev (1838-1839). In 1840-1849 Metlin commanded the ship "Gavriil", which became a model in the Navy.
