Nikolay Petrovich Chaplygin was born on November 11, 1905, in Voronezh, Russian Federation.
Nikolay Petrovich studied at the Tambov School of Music (1920-1925, piano class S.M. Starikov). He graduated from the Moscow Conservatory (1930, composition class of professors G.E. Konyus and N.S. Zhilyaev; 1931, conducting class of professor K.S. Sarajev).
Nikolay Petrovich was head of the musical department and methodologist of the All-Union House of Folk Art (1930-1934, 1939-1941). He worked as an artistic director of the Song and Dance Ensemble of the Black Sea Fleet in 1942-1945. Nikolay Petrovich served as editor-in-chief of the Central Music Broadcasting of the All-Union Radio, head of the Main Directorate of Art Broadcasting, Deputy Chairman of the USSR State Radio and Television (1949-1972).
