Educated at the Ryazan State Pedagogical Institute (1970), with major "Teacher of Physics and Mathematics."
He served in the ranks of the USSR Armed Forces. Since 1971 he had been a teacher at Kazachinskaya secondary school, since 1972 he was deputy headmaster of Gavrilovskaya secondary school in Spassky district of Ryazan region. Since 1974 worked as the head of the culture department of the Spassky District Executive Committee and the deputy of the Spassky city and district Congress of People's Deputies. Over a period of 1978-1990 worked as the headmaster at the Spassky Pedagogical College.
Since 1990 he was the deputy chairman of the Ryazan regional executive committee, since 1991 he was the deputy head of the administration of the Ryazan region - the head of the complex for social protection and social guarantees. From February 1994 to December 1999 he worked as the chancellor of the Ryazan Institute of Educational Development. Over a period of 1998-2001 he was a member of the “Fatherland” Central Political Council, “Fatherland” Regional Office Council chairman.
In December 1999 he was elected to the State Duma of the 3rd, in December 2003 the 4th convocation of Ryazan single-mandate electoral district No. 149. He is a member of the "United Russia" faction; Education and Science Committee Chairman. Since 2002 he was a member of the Central Political Council of the All-Russian Party "United Russia", since November 2004 a member of the General Council of the All-Russian Political Party "United Russia"; since March 2002 worked as the secretary of the political council of the Ryazan "United Russia" regional branch. On the 5th of October, 2007 appointed head of the Education Federal Agency.
