Graduated from a mechanical-technical school.
Worked as a foreman and shop superintendent. Deputy Chairman of the Trade Union Committee of the Minsk Tractor Plant, 1950-1960.
In 1954, joined the Communist Party. Director of the Minsk Spare Parts Plant, 1960-1965.
Director of the Minsk Tractor Plant, 1965-1972. Member of the Central Committee of the Belorussian CP, 1966-1976. 1st Secretary of Minsk City Committee, 1972-1974.
Deputy Chairman of the USSR GOSPLAN, 1974-1983. 1st Secretary and member of the Bureau of the Central Committee of the Belorussian CP from 1983. Close associate of Gorbachev.
Promoted to full membership of the Politburo. Regarded as an economic reformer, and a promoter of Gorbachev’s glasnost policy. In charge of economic administration in Gorbachev’s new team.
Head of the commission of the Central Committee on economic and social policy, in charge of the economic decentralization programme, 1 October 1988.
