He graduated from the Kursk technical school of steam locomotive industry (1935), Higher Party School under the Central Committee of the All-Union Communist Party (Bolsheviks) (1948).
In the 1930s he was on komsomol work in the Kursk and Tula regions. In 1940-1942 he was assistant to the head of the Political Department for Komsomol work of the Moscow-Donbass Railway (Voronezh). In 1942-1943, he was the First Secretary of the Voronezh Regional Committee of the All-Union Lenin Communist Youth League. In 1944-1945, the Secretary of the Comintern Regional Committee of the All-Union Communist Party (Bolsheviks) in Voronezh. Since 1949, the head of the machine-building department of the Voronezh regional committee of the All-Union Communist Party (Bolsheviks). In 1954-1957, the Secretary of the Lipetsk Regional Committee of the CPSU, in 1957-1961 Secretary of the Dagestan Regional Committee of the CPSU. In 1961-1966, he was an employee of the Central Committee of the CPSU, deputy head of the organizational and party work of the Central Committee of the CPSU for the RSFSR. In 1968-1973, the first secretary of the Chuvashia regional committee of the CPSU.
