Nikolai Vladimirovich graduated from the Gymnasium in Tambov, and he attended lectures at the Law Faculty of Saint Petersburg University.
Nikolai Vladimirovich worked at the State Chancellery during 1865-1877. Then he was a clerk of the Special Committee of the State Assembly in 1877-1879. After that he worked as an assistant (from 1878) and senior Secretary (1884-1892) at the State Assembly.
In 1892 Nikolai Vladimirovich became a Senator. Since 1893 he was a member and since 1907 the Chairman of deputies of the State Assembly. He was appointed the Chairman of the Government Commission established in January 1905 to find out the causes of workers' discontent after 1905.
Nikolai Vladimirovich died on March 1, 1907 in Saint Petersburg.
