After 1917 October Revol Russian Soviet Federative Socialist Republic People's Commissar of Posts and Telegraphs in first Soviet government.
May 1918 comissar, Black-Sea Fleet. Then Presidium member and secretary, All-Union Trade-Union Council. Ukraine People's Commissar of Labor.
From 1922 Party work in Petrograd. 1924-1925 chairman, Leningrad Province Trade-Union Council and Presidium member, Leningrad Executive Committee. 1925 sided with "New Opposition”.
1927, after 15th Party Congress, recanted his errors. Member, Soviet trade-union deleg at London talks with Trade-Union Council. Elected member, Union of the Soviet Socialist Republics Central Executive Committee of 6th and 7th convocations.
From 1928 construction chief, then director, agric machine-building plant in Rostov-on-Don. Arrested by State Security organs.
