He graduated from the Agronomic Faculty of Voronezh Agricultural Institute in 1932.
Career
From 1932, he worked as the senior agronomist of the Krasnorechenskaya machine-tractor station of Kirghiz ASSR.
From 1938, he was the Deputy of People's Commissar of Agriculture of Kirghiz SSR.
From 1940, he headed the main department of Kazakhstan and the Urals, a member of the board of the People's Commissariat of Agriculture of the USSR.
From 1946, he headed the main department of the South-East Ministry of Agriculture of the USSR.
From 1947, he was the Deputy Chief of the Main Department of the grain industry of the Ministry of Agriculture of the USSR.
From 1947, he was the head of the Glavzagotzerno Ministry of procurement of the USSR.
From 1950, he worked as a deputy minister of procurement of the USSR.
From 1953, he headed the Main Department of Agriculture of Kazakhstan and the Urals of the Ministry of Agriculture of the USSR.
In 1954, he became the Deputy Minister of Agriculture of the RSFSR.
From 1954, he headed the agriculture department of the planning department of the State Planning Committee of the USSR.
From 1955, he headed the Department of Agriculture and Procurement of the State Economic Commission of the USSR.
From 1957, he was the deputy head of the consolidated department of agriculture, state farms and procurement of the State Planning Committee of the USSR.
In 1959-1982, he was the head of the department of agriculture, deputy chairman of the State Planning Committee of the USSR, at the meantime from 1965 he was the Minister of the USSR.
