Graduated from Voronezh Gymnasium (1897), the Medical Faculty of Moscow University (1906).
Was arrested for participation in student demonstrations in St. Petersburg, 1905. In 1906-1907 was a zemsk doctor in Ostrogozhsky uyezd. In 1907 was a Deputy of II State Duma of Voronezh governorate. Afterwards was practicing medicine in Yekaterinodar. After February Revolution was the representative of interim Government of Kuban region. In 1918-1920 was Minister of Public Health in the government of Anton Ivanovich Denikin. Later was a medical inspector of Southern-Russian mission of American Red Cross in Crimea.
